In order to provide for the village's civil defense, disaster control and the safety and welfare of the citizens, there is hereby authorized the establishment of an organized police reserve force. These reserve police officers shall perform police duties at the times as deemed necessary by the Village President or the Chief of Police, including, but not limited to times of emergency, danger, civil unrest, natural disaster, riot or special events, for the promotion of public safety and welfare and the preservation of law and order. The total strength of the organized police reserve force shall be such as, in the opinion of the Chief of Police, shall be necessary to supplement the regular police force.
